Work Experience
It combines work experience acquired at both the Saudi Telecom and Saudi Public transport Co. (SAPTCO) amounting to 25 years in total and covering different areas ranging from group leadership and restructuring to chairing of negotiation groups & tendering committees. It includes also the engineering experience acquired through actual involvement in the design, advisory and implementation processes of several construction projects using the modern concepts of value engineering. This, in addition to other related tasks such as the execution of operation and maintenance programs set for those projects, preparation of insurance documents, overseeing service contracts etc. Besides, work experience includes the chairmanship and membership of several national committees working within the Council of Saudi Chambers. Hereafter are the major positions held and tasks performed over the entire job history:
1st: The Saudi Telecom (1986-1996)
Several positions were held during 10 years of work with the Saudi Telecom (1986-1996). However, the major ones are the following:
o Assistant Head of Operation & Maintenance
- Took charge of the implementation process of the operation & maintenance contracts at the Telecom divisions in Riyadh
- supervised, evaluated and promoted the implementation process of the Energy Preservation Program for the Telecom divisions in Riyadh
- Periodically checked and revised the emergency procedures and plans of the Telecom divisions in Riyadh.
o Head of Building Construction
- Supervised the implementation of the Telephone Expansion Scheme (500,000 lines) and overlooked contractors performances.
- Accomplished the design and supervision works for constructing the Telecom administrative building at Qassim
- Supervised the implementation of the Ideal Building Project for AlIskan Alaam subscriptions on AlKharj road
- Supervised the implementation of the expansion project for Riyadh region's administrative building located in AlMursalat district
- Supervised the construction of subscription buildings in Ulaya, Hotat Sidair, Mujmaa and AlZulfi
- Supervised the transfer of the cooling units to the new building at AlMurabaa Telecom division
- Supervised AlFaizia (southern Riyadh) warehouses and fence renewing project
o Manager of Civil Maintenance
- Implemented civil maintenance projects for Telecom buildings located in Riyadh, Qassim and Hail
- Supervised the implementation of the telephone tower projects in Riyadh and alongside the highway network in the central region
- Supervised the renewal of the Satellite Station's building located at Dairab south west of Riyadh
2nd: The Saudi Public Transport Company (SAPTCO) – (1996 - up to date)
SAPTCO is a Saudi joint stock company with a capital of SR1.25 billion. 15% of the company is owned by the government and 85% by the private sector. SAPTCO employs 5500 individuals, operates 3000 buses of different types and controls 9 branches inside the Kingdom. The company provides urban bus transport in the major cities and intercity service over a wide route network linking 382 local cities and villages, in addition to the international bus service which connects the Kingdom with 9 neighboring countries. Besides, SAPTCO operates a VIP bus service on selected routes in the Kingdom. The intercity, international and VIP services are operated through 14 domestic bus stations supported by 155 and 15 local and international agents respectively. Additionally SAPTCO provides contract and charter bus services to public and private agencies as well as to individuals. The following leading posts were held in SAPTCO.
o Manager of Support Services Department
- Prepared studies and designs for implementing the company's engineering projects and display its identity on all buildings and properties.
- Took charge of SAPTCO's insurance contracts using loss evasion criteria
- Activated the old insurance claims (since 1979) and managed to collect their values from the insurance companies
- Thoroughly analyzed the bus accident statistics then demonstrated the results and recommendations at a workshop organized for the company management where appropriate decisions were made. The initiative had a positive impact in terms of accident and cost reduction
- Renewed several facilities to improve work environment and SAPTCO image. This was accomplished through expanding, renewing and developing SAPTCO bus stations located in central & northern Riyadh, Jeddah, Holy Makah, Medina, Qassim, Assir, Dammam, Alhsa, Najran, Hail and Tabouk
- Took charge of a comprehensive program set to improve housing facilities for SAPTCO employees in Riyadh, Dammam and Jeddah
- Put an end to the housing problem faced by SAPTCO employees during the high seasons in holy Makah by constructing tower buildings able to accommodate 1500 persons collectively in addition to a mess hall and a mosque. As part of this project, the old buildings were also renewed.
- Constructed a residential building in Medina for SAPTCO employees.
- Carried out engineering works for SAPTCO site in ALIhsa and constructed the warehouse building at the company's head office in Riyadh
- Standardized work procedures pertaining to signing and managing service contracts such as cleaning, security, food supply etc and put more focus on contractors' performance.
- Developed new work procedures to facilitate timely provision of service requirements such as cleaning, security, food supply etc for the bus stations.
- Modernized the company's Print Shop by replacing the old machinery and equipment aiming to increase its productivity to the level that could fulfill the requirements.
o Deputy Director General for Operations
- Took charge of bus operations in all locations and closely followed up the implementation of work plans to achieve nearly SR 750,000,000 budgeted revenues per annum. Along with this endeavor, route performance was thoroughly evaluated and service levels optimized accordingly. Based on the results obtained, routes were increased to 106 causing the intercity kilometers to increase to 141 million (5%). However, and due to optimization, the new situation generated more revenue but associated by less costs leading to a remarkable improvement of the company's profitability
- Supervised all activities performed at the internal and external bus stations & operating points besides carrying out continuous improvements to insure compliance with the operational plans & financial targets with the ultimate objective of increasing SAPTCO's market share by making its services more attractive and competitive.
- Reactivated SAPTCO bus station in Tabuk achieving 30% increase in its revenue
- Increased the number of SAPTCO local agents to 155
o Deputy Director General for Technical Affairs
- Prepared an upgrading plan to improve the quality of maintenance by revising old plans and programs then redesigned and set new maintenance priorities based on actual demand and volume of operation of each bus type.
- Restructured the Technical Affairs Sector by focusing on team work and adopting management by objective criteria
- Prepared the tender documents for several transactions pertaining to bus purchase, spare parts supply etc and lead negotiations with international manufacturers like Mercedes Benz, VOLVO, MANN and NEOPLAN companies. A total of 1645 modern buses, of the best international brands, manufactured in Germany, Brazil and Turkey, costing more than SR 1.25 billion, were purchased in two years time.
- Conducted a comprehensive study on the existing situation of maintenance then used results to determine areas of improvement and development together with the requirements in terms of manpower, tools & equipment and infrastructure.
- Achieved full dependability on SAPTCO's own resources and capabilities and fully abandoned the external maintenance support previously provided by the bus dealers in the Kingdom. This self reliance reduced maintenance costs by nearly 38%.
- Reduced maintenance costs in 2004 by 4% compared with 2003 regardless of the increase in bus fleet and kilometers operated in 2004 by 9%. The dual effect tended to increase the company's profit margin to 20% in the same year.
- Refurbished 115 old buses incurring a cost equivalent to about 10% only of their purchase price while their lifetimes were extended by 30%. Refurbishment gave those buses a complete new look which had a positive impact on SAPTCO's competitiveness on the Long Distance routes in particular.
- Prepared and implemented a program aiming to reduce and control spare parts consumption by renewing some of the used parts
- Thoroughly analyzed the statistics of bus breakdowns and accidents occurring at all locations to identify the technical causes then took appropriate actions to avoid them, or at least reduce the rate of occurrence and cut down associated maintenance costs in the future.
- Designed work schedules for the maintenance engineers and technicians to focus on field work besides activating work supervision.
- Developed several studies on the bus maintenance operations and used KPIs to evaluate and improve performance
o CEO and Board Director
SAPTCO Board of Directors has restructured the company and appointed me in 2006 as a CEO to lead the comprehensive development process. The major achievements are the following:
- Prepared and implemented the strategic development plan for SAPTCO in collaboration with Booz Allen Hamilton consulting company
- Restructured the company into strategic sectors in collaboration with Booz Allen Hamilton
- Introduced the highly advanced resource planning system (ERP) in collaboration with EJADA – ORACLE Company. This was accomplished as part of the strategy to upgrade the IT systems for SAPTCO
- Conducted the study of the Highway Resorts Project in collaboration with ALFaisallia Group and KGIM Consulting Company
- Participated in designing the new SAPTCO logo to reflect the new identity of the company in collaboration with the specialized JWT company
- Restructured the Long Distance route network
- Founded the Sand Transfer Project to the GCC countries according to the mandate issued by His Royal Highness in this regard which assigned the task to SAPTCO
- Founded and implemented SAPTCO Limo project (luxury VIP limousine services)
- Founded and implemented SAPTCO Cargo project (trucking cargo services)
- Founded SAPTCO Metro project through signing a strategic partnership agreement with the internationally recognized French company, Ratp Dev, for this purpose.
3rd: President of the National Committee for Joint Stock Companies
This is a voluntary work done for the country as well as the Joint Stock companies registered at the Saudi Capital Market which supports the national economy. The national committee came into existence due to the need of those companies for a body to organize & develop their work and protect their collective interests. The Committee functions under the Council of Saudi Chambers with a vision of becoming the most influential body in terms of imposing legislations and taking decisions pertaining to the national economy, while its mission is to look after the common interests of the joint stock companies through liaising with the concerned bodies and accelerate the growth of the member companies to strongly support the national economy and render better services to the Saudi society. The major achievements of the Committee are the following:
- Organized several gatherings and debates with some government officials and other relevant individuals to discuss and exchange ideas about mutual issues and subjects.
- Founded the Prize for the " The Most Disclosing and Transparent Company " in collaboration with a specialized consulting house and signed the contract for it. The prize is awarded by the Council of Saudi Chambers
- Managed to substantially reduce the relatively high fees imposed by TADAWOL on the Joint Stock companies
- Managed to rewrite the contract for the Joint Stock companies' Record Management signed with TADAWOL in 2009.
- Approached official bodies to allow Joint Stock companies to buy part of their shares in the Saudi market for the purpose of using them as incentives for their employees.
- Studied in collaboration with the concerned authorities, the possibility of increasing the bonuses for the Joint Stock board members
- Issued a quarterly magazine for the Joint Stock companies.
- Took charge of the Committee's domain on the website.
